Renewed calls for vigilance following second attempted distraction burglary in Northwich

Northwich officers have renewed their calls for vigilance following reports of a second attempted distraction burglary over the past week.
At around 1.45pm on Wednesday 21 November an unknown man knocked at a house on Mere Lane, Cuddington, and told the victim, a 79-year-old woman, that he needed to access the back garden to check the fence on behalf of the council.
The woman asked the man to meet her at the side of her home, saying she would open the gate and allow him into the garden. She then closed the front door, but did not lock it. The woman then allowed the man into her garden and he began to talk to her about the fencing, claiming that the council is planning to replace the panels. As she was being distracted in the garden, a second unknown man entered her home via the front door and began to walk upstairs.  He was then confronted by the victim’s friend, a 75-year-old man, who was in the hallway.
The intruder then left the house empty handed and both of the offenders drove away from the scene in a white van which had ladders on the roof. The man who claimed to be working for the council is described as white, around 5’ 8” tall, of slim build and approximately 25-years-old. He was wearing a black anorak and dark coloured trousers. He was also carrying a white clipboard.
The man who entered the property was also white, around 5’ 8” tall and of larger build. He was around 30-years-old, had dark hair and was wearing jeans and a light green or blue pullover. The incident follows another attempted distraction burglary in the Northwich area, which occurred on Penrhyn Road, Winnington, on Wednesday 14 November.
Detective Constable Richard Green said: “There have now been two attempted distraction burglaries over the past week and we are committed to doing all we can to trace the people responsible and bring them to justice. On both occasions the offenders were disturbed before they managed to steal anything. Enquiries in relation to these incidents are ongoing and at this stage we are keeping an open mind as to whether they are linked or not. I urge anyone who recognises the descriptions of the men and thinks they may know their identities or has any information in relation to the incident, no matter how small, to contact the team here at Northwich. I would also like to take this opportunity to remind residents to be vigilant of anyone who comes to their door offering to carry out work and to urge people to report any suspicious activity to us immediately on 101.”
Anyone with information in relation to attempted distraction burglary in Cuddington should call Cheshire Police on 101, quoting IML 247533. Information can also be reported online at https://cheshire.police.uk/contact/general-enquiries or anonymously, via Crimestoppers, on 0800 555 111.

Cheshire Police target cross border criminals

https://www.cheshire.police.uk/media/198577/crossbow.jpg?width=280Criminals travelling across the border between Cheshire, Merseyside and Greater Manchester were greeted by more than a surprise last night, Wednesday 21 November, when they were targeted as part of Operation Crossbow. The Cheshire Police led operation was is aimed at disrupting criminal activity across the region and denying criminals the use of the roads.
Inspector Steve Griffiths said: “We are relentless in our pursuit of organised crime and will use a whole host of tactics to disrupt criminals working in our region. Criminals do not simply stop committing crimes when they reach the police border, but instead they rely on the road network to enable them to commit criminal offences. There is a strong link between the illegal use of vehicles and other serious and organised crime, which is why we are working together with our colleagues to target these criminals as they travel across the region.”
More than 30 officers from Cheshire Police forces took part in last night’s operation, assisted by colleagues from Greater Manchester and Merseyside Police.

By using Automatic Number Plate Recognition (ANPR) cameras officers were able to monitor virtually every vehicle that crossed between the three counties, stopping all vehicles that were on the roads illegally or were linked to criminal activity.
The operation resulted in:

  • 13 Traffic offence reports issued for a variety of offences, including speeding and driving without due care and attention
  • 5 People arrested for a variety offences- including three people suspected of being involved in burglary in the Frodsham area
  • 3 Vehicle seizures
  • Two drivers reported for driving without vehicle tax
  • One person issued with a warning for possession of a small quantity of Cannabis

By using Automatic Number Plate Recognition (ANPR) cameras officers were able to monitor virtually every vehicle that crossed between the three counties, stopping all vehicles that were on the roads illegally or were linked to criminal activity.
David Keane, Police and Crime Commissioner for Cheshire said: “Operations like this are key to catching those criminals who think they can simply use our roads as a quick and easy way of committing crime. I’d like to commend the excellent partnership work of officers from the three neighbouring forces who are working together on a regular basis to tackle organised crime and make the whole North West region a much safer place.”
Inspector Steve Griffiths added: “Rest assured that this is not a one off. Work takes place 365 days a year to crackdown on criminality on the roads and by working alongside other forces and sharing intelligence, it’s only a matter of time before those causing misery are caught. The message is clear – if you use stolen vehicles, you drive illegally, you travel the roads to commit crime, we will target you.”
The public can also help keep our roads safe by reporting illegal use of vehicles to the police on 101. Alternatively information can be reported anonymously through Crimestoppers on 0800 555 111.

Man jailed for stealing a car in Widnes

https://www.cheshire.police.uk/media/198575/terry-winstanley.jpg?width=280A 31-year-old man has been jailed for sneaking into a house in Widnes and then stealing a car from the driveway.

Terry Winstanley, of Church Road North, Liverpool, pleaded guilty to burglary, stealing a car and driving it without insurance and was sentenced to 30 months in prison at Liverpool Crown Court on Friday 16 November. The charges relate to an incident on Blundell Road in Widnes. At around 9.20pm on Monday 20 August a woman noticed the rear lights on the car parked on her driveway come on. She went outside and saw Winstanley getting into the car. The homeowner tried to stop him from driving off but he shut the driver’s side door, hurting her elbow in the process, and sped off the driveway.

Around 20 minutes later police officers spotted the car being driven along Edge Lane in Liverpool. After turning around to follow the vehicle, they found it abandoned on Insall Road. A police dog was transported to the area and found Winstanley hiding in an enclosed yard nearby. Winstanley admitted to officers that he had been in the car and analysis of his mobile phone proved that he had been in the area that it was stolen from when it was taken.

Detective Constable Nicola Dolan said: “I am delighted that Winstanley has been brought to justice for his actions and I hope the custodial sentence that has been handed down by Liverpool Crown Court deters others from committing similar offences. He must have sneaked into the house on Blundell Road and stolen the car keys while people were at home. A woman inside the house saw him stealing the car and tried to stop him, but she was unable to do so and was left with a minor elbow injury and in shock at what had happened. It is particularly upsetting when you are the victim of a crime in the place you should be able to feel most safe – your own home. At Cheshire Constabulary we are always determined to catch those who commit such offences and make them face the consequences of their actions. I hope the fact that Winstanley is now behind bars brings some closure to the victims in this case.”

As well as being jailed Winstanley was ordered to pay a £170 victim surcharge and given six points on his driving licence.

Cheshire Constabulary offers the following advice to reduce your chances of falling victim to such crimes:

  • Make sure all your doors and windows are secure at all times
  • Do not leave valuables, including purses, handbags and car keys, on display or near external doors
  • Do not leave house keys near the door or in view
  • Consider using a timer to set your lights and radio to come on while you are out
  • Consider security marking valuable items with your house number and postcode with a UV pen, or mark it using property marking kits which consist of a traceable liquid to forensically mark valuables
  • Ask neighbours to keep an eye on your property while you are out, and do the same for them.

https://www.cheshire.police.uk/media/198574/callum-scanlan.jpg?width=280Convicted drug dealer’s ill-gotten gains seized

More than £3,500 has been seized from a convicted drug dealer following a Proceeds of Crime investigation by Cheshire Police.

Callum Scanlan, from Winsford, was jailed for six years at Chester Crown Court on 20 June 2018 after police discovered drugs with a street value of around £20,000 at a property in High Legh. On the morning of 9 June 2016 Knutsford Beat Management officers executed a search warrant at an address in Rensherds Place, High Legh, near Knutsford. They found buckets and large bags filled with class B drug cannabis and a substantial quantity of class A drug cocaine. They also found 23.2 kilograms of benzocaine, a cutting agent used in the supply of cocaine, as well as a Taser stun gun and £1,672 in cash.

Scanlan, 27, admitted that the drugs belonged to him and was arrested at the property. He was released under investigation pending forensic enquiries and then on 26 September 2016 he was arrested by officers on Toft Road, Knutsford, for driving a vehicle whilst under the influence of cocaine. Some cannabis and £2,065 in cash was found in the car and a subsequent search of Scanlan’s home address discovered a large bag of the class B drug. Scanlan was subsequently charged with three counts of possessing a class B drug with intent to supply, one count of possessing a class A drug with intent to supply and two counts of drug driving. He was also charged with possessing a prohibited weapon (the Taser) and ammunition without a firearm certificate.

Scanlan pleaded guilty to all of the charges at Chester Crown Court and on top of his six-year prison sentence he was banned from driving for four years and ordered to pay a victim surcharge of £170. The total amount of £3,737 seized from Scanlan has now been subject to a civil forfeiture at Warrington Combined Court. The hearing was held yesterday, Wednesday 21 November.

Scanlan claimed that the bulk of the money seized was raised through the sales of puppies but there was no evidenced provided of this and magistrates concluded that the entire sum represented the proceeds of Scanlan’s drug related criminal conduct. Some of the forfeited money will come back to Cheshire Police to be used in the continuing battle against drug related crime.

Sergeant Lynsey Jackson said: “Scanlan was brought to justice and his ill-gotten gains were seized following the extensive work that the Knutsford Beat Management team put into this investigation and the activities at the property in Rensherds Place. Drugs have blighted communities across the UK and cause untold damage to the lives of both people who get addicted to them and the wider community who suffer from the resulting crime. Cheshire Police will not stand by and let this happen.”

If you have any concerns relating to drugs activity in your community please call Cheshire Police on 101, give us the details via https://cheshire.police.uk/contact/general-enquiries or contact Crimestoppers anonymously on 0800 555 111.

Widnes nail bar owner jailed for sexually assaulting customers

https://www.cheshire.police.uk/media/198573/loi-van-ha.jpg?width=280The owner of a Widnes nail bar who sexually assaulted his customers has been jailed.
Loi Van Ha, 35, was sentenced to seven months in prison at Liverpool Crown Court on Tuesday 20 November after pleading guilty to six counts of sexual assault of a female. Ha, from Rainhill, Merseyside, was also ordered to sign the sex offenders’ register for 10 years.  The charges relate to incidents which occurred between May 2017 and August 2018 at US Nails on Albert Road in Widnes, a business which was co-owned by Ha.
Each case involved customers who were being given manicures or pedicures by Ha. The treatment would initially begin as normal before Ha inappropriately touched and stoked the customers in order to sexually arouse himself.
Police Constable Emily Ashcroft said: “The nature of Ha’s behaviour should not be understated. These woman trusted him but he abused his position and acted in a sinister manner. I would like to take this as an opportunity to thank all of the victims in this case for the dignity and courage that they have shown throughout the investigation. As a result of the information they provided, Ha is now behind bars and won’t be able to sexually assault any other women.”

Detective Inspector Ian Whiley added: “Sexual assaults are among the most traumatic of crimes and we want victims to be assured that we are here to help. Anyone who has been subjected to this type of crime should feel confident that they will receive the help and support they need from our specialist officers and other support agencies we work alongside. Any victim of a crime such as this will be treated with the dignity and respect they deserve and any allegations will be thoroughly investigated, with the wishes and the needs of the victim as our main priority."
Anyone who believes that they have been a victim of a sexual assault is urged to contact Cheshire Police on 101.

Four men given criminal behaviour orders in Chester

A policing operation targeting people using psychoactive substances in Chester has seen four men receive criminal behaviour orders (CBOs).

Steven Leasor, Wayne Galland, Hamish Nimmo and Jamie Crawford, all of no fixed address, have been handed CBOs by Chester Magistrates’ Court after taking Spice in the city centre and suffering from the effects of the drug in a public place.

While under the influence of the psychoactive substance, Leasor exposed himself and urinated in full view of members of the public and Nimmo assaulted police officers. Leasor was handed a five-year CBO on Tuesday 13 November. Under its terms, the 32-year-old must not pester anyone for money in Cheshire and cause them distress, annoyance or nuisance. He has also been banned from entering any car park in the county other than for the purpose it is designated to be used for. The CBO also stipulates that Leasor cannot go into Chester city centre unless he is visiting Jobcentre Plus on City Road or St Werburgh’s Medical Practice For The Homeless on George Street (and has an appointment to do so) or Chester Railway Station on City Road (unless he has a valid ticket to use the station to travel by train).

Wayne Galland, 51, was handed a three-year CBO on Monday 29 October. The order prevents him from associating with a named 30-year-old man in England and Wales. He is also not allowed to enter Chester city centre unless he is attending Department for Work and Pensions (DWP) officers via Francis Street and Crewe Street with either a written appointment or the consent of a police officer.

Hamish Nimmo, 30, is also banned from going into Chester city centre, as part of a five-year CBO he received on Wednesday 17 October. Under its terms he is prohibited from using foul, abusive, insulting, offensive, threatening or intimidating language or behaviour in any public place in Cheshire.

Jamie Crawford, who is also known as Jamie Fisher, was given a three-year CBO on Monday 6 August which stipulates that the 25-year-old cannot enter Chester city centre or be found in an intoxicated state or under the influence of, or in the possession of, any psychoactive substance in any public place in Cheshire.

https://www.cheshire.police.uk/media/198572/the-four-men-who-have-been-given-criminal-behaviour-orders.jpg?width=651&height=281&mode=max

Sergeant Alex Jackson, of Chester Local Policing Unit, said: “Operation Mulled saw officers target those using and dealing Spice and other psychoactive substances in Chester. As part of the operation Steven Leasor, Wayne Galland, Hamish Nimmo and Jamie Crawford were identified as using Spice in the city centre and displaying anti-social behaviour while under the influence of the drug. These men have repeatedly been offered help by various agencies and voluntary sector organisations but chose to turn down this help and to continue to blight our communities with anti-social behaviour. Our communities should not be subjected to such behaviour and the CBOs that have been imposed by Chester Magistrates’ Court are a boost to our mission to make the city a nicer place to live and work.”

Operation Mulled was conducted by Cheshire Police officers with support from the Chester Anti-Social Behaviour Unit, a partnership between Chester Local Policing Unit and Cheshire West and Chester Council. The operation was launched to address the concerns of the community and prevent anti-social behaviour being committed in the city centre.

Cheshire West and Chester Community Safety Officer Sam Chapman said: “CBOs are only ever applied for and issued as a last resort. The process of interventions follows a pathway of street warnings, advisory letters, acceptable behaviour discussions and contracts and community protection notice warning letters prior to any applications to the courts. CBOs are preventative orders which are designed to stop individuals committing further anti-social behaviour and offences. The four men who have been given CBOs as part of Operation Mulled have persistently shown no consideration at all for the effect their behaviour has on the people of Chester. As such we were left with no option but to apply for these orders to protect the people of Chester, who have a right to feel safe.”

Anyone who sees Leasor, Galland, Nimmo and Crawford breach the conditions of their CBOs is urged to contact Cheshire Police on 101.

Week of action to tackle loan sharks in Runcorn

Cheshire Police and the England Illegal Money Lending Team have undertaken a week of action to tackle loan sharks in Runcorn.
The aim of the partnership operation was to warn residents about the pitfalls and dangers of illegal money lending and provide them with the help and support they require.
Police Constable Ian Hampson said: “With Christmas fast approaching now is often the time when people find their finances most stretched – meaning it is also the time when loan sharks are most likely to strike. While the thought of some extra cash might sound good, borrowing money from an illegal money lender can be extremely dangerous. These people have no thought for their victims. They are criminals who prey on some of the most vulnerable members of the community and often make threats and use violence in order to enforce payments, which is why we are keen to warn residents about the dangers.”
Throughout the week of action officers from Cheshire Police, Onward Housing and Riverside Housing hosted a number of engagement events across Runcorn, providing residents with advice and support to help stop them from falling victim to illegal money lenders. The events were hosted in partnership with a number of local agencies, including the Illegal Money Lending Team, Halton Credit Union , Halton Trading Standards and local schools and MPs.
Tony Quigley, Head of Service for the Illegal Money Lending Team said: “We’re pleased to be running this awareness campaign with support from our Cheshire partners. People so often feel the pressure to spend more than they can afford on Christmas. It’s important that residents stay away from loan sharks and only borrow from responsible lenders such as a credit union. We urge victims of loan sharks to contact us in confidence on 0300 555 2222 and help us bring unscrupulous lenders to justice.”
The week of action was part of PC Hampson and Police Community Support Officer Georgie Griffiths’ ongoing operation targeting loan sharks.
PCSO Georgie Griffiths said: “When people are short on money they often don’t know which way to turn, which is where we can help. Throughout this operation we have been able to provide residents with the information they require, helping to ensure that people are aware of all the support that is available. As well as supporting residents, we’ve also been able to gather intelligence from the community, helping us to have a better understanding of illegal money lending in the area.  We hope that we’ll now be able to use this intelligence to directly target the unscrupulous loan sharks who are operating in Runcorn.”
As part of the operation Cheshire Police and the England Illegal Money Lending Team are currently running a ‘Spot the Shark’ competition on Facebook which is open to anyone who lives in the Runcorn area.
Anyone looking to take park in the competition should visit www.facebook.com/stoploansharksproject for more details.
Anyone who believes that they have been a victim of an illegal money lender is urged to contact the Stop Loan Sharks national hotline on 0300 555 2222 or visit www.stoploansharks.co.uk.

Detectives are appealing for information from the public after a pensioner was robbed at a cash machine in Crewe.
At around 2.15pm on Friday 16 November a 72-year-old woman was withdrawing money from an ATM outside Morrison’s on Dunwoody Way when she was approached from behind by an unknown man. Witness appeal after two houses are burgled in Nantwich

Detectives are urging witnesses to come forward after two houses were burgled in Nantwich.

Between 2pm and 3pm on Thursday 15 November adjoining properties on Broad Lane in Stapeley were broken into and a quantity of jewellery was stolen. No-one was in the houses when they were burgled. Enquiries into the burglaries are ongoing and detectives are appealing for anyone who witnessed anyone entering or exiting the houses or anything suspicious in the area to get in touch. In this instance the offenders targeted adjoining homes on a main road into Nantwich from the Audlem area.
